About the Responsibilities As the CAGRD Manager, you would manage the Central Arizona Groundwater Replenishment District (CAGRD). The CAGRD's primary role is to provide replenishment services for Member Lands and Member Service Areas. The CAGRD Manager leads all the affairs of the groundwater replenishment district including the execution of all aspects of the mission of the CAGRD. These include the financial operations, management of CAGRD staff that administer the core functions of the CAGRD including membership enrollment, annual reporting, fee/assessment collection and the management of associated information and data associated with these functions. The Manager also leads planning functions for the CAGRD including the development of the CAGRD Plan of Operation and the mid plan review in coordination with other CAP departments. The CAGRD Manager also has considerable engagement with the CAWCD Board of Directors with direct engagement supporting the CAGRD and Underground Storage Committee. The CAGRD Manager working with the Water Programs and Acquisition Department to acquire water supplies for meet the water replenishment obligations of the groundwater replenishment district. Some of the responsibilities include:

  • Responsible for developing the CAGRD Plan of Operation in compliance with all laws, rules and regulations. Also responsible for overseeing evaluation and reporting of actual enrollment, activations, annual replenishment obligation trends and water supply acquisitions throughout the Plan period.
  • Responsible for managing the operations of the CAGRD, including membership enrollment, annual reporting, rate-setting, revenue generation, water supply acquisition and satisfaction of replenishment obligations. Ensures that all CAGRD operations comply with the Plan of Operation.
  • Responsible for developing, supporting, analyzing and modifying, as necessary, policy direction for the CAGRD. Interprets the statutory mandates and authorities conferred on the CAGRD and translates those into strategic plans and working policies.
  • Assists in review and revision of state laws, rules and regulations pertaining to the CAGRD, the State's Assured Water Supply Program and to groundwater recharge.
  • Consults regularly with Arizona Department of Water Resources (ADWR) to coordinate the policies of the CAGRD with the state's assured water supply program and the Groundwater Code. Consults regularly with developers, water providers, other state agencies, and the public concerning the purpose of the CAGRD, its policies, costs, and plans.
  • Prepares, negotiates and administers contracts and operating agreements for the development and use of recharge facilities for the CAGRD and for CAP. These duties also include providing assistance to CAP staff in the areas of permitting, land acquisition and contract review and negotiations for recharge facilities.

About the Qualifications

  • Bachelor's degree in related field.
  • Seven (7) years of progressive experience in resource planning, resource management, and/or policymaking.
  • Three (3) years of supervisory or leadership experience.
  • Demonstrated interpersonal, negotiation, conflict resolution and customer service skills.
  • Demonstrated ability to develop and implement performance plans and measures.
  • Strong written communication skills including demonstrating the ability to write with influence, purpose, clarity, and accuracy.
  • Strong working knowledge of and high proficiency with using professional office computer software and systems including MS Office Suite, and more.
  • Must have good communication and interpersonal skills with strong leadership and team building skills.

Required Certifications or Licenses: Must have a valid Arizona driver's license and maintain a good driving record. If candidate is hired from outside of Arizona, they will be required to obtain an Arizona driver's license. Preference:

  • Master's degree.
