Part-Time GIS Analyst (Fisheries / Marine Science)

Description About the Project This NOAA-funded project supports fisheries management in Guam and American Samoa by developing a GIS-based spatial modeling tool that evaluates how Marine Protected Areas (MPAs) contribute to sustainable fisheries outcomes. The work builds on a prior pilot and is part of a two-phase effort

  • Phase 1 (Guam) Currently in progress (we are ~7 months in)
  • Phase 2 (American Samoa) Planned follow-on effort We are seeking a GIS Analyst to step in and complete the remaining 5 months of Phase 1 work (~60 hours total), with the potential to continue into Phase 2. Role Overview The GIS Analyst will support an existing project team to maintain and expand a GIS model that integrates fisheries, habitat, and spatial management data. The assignment is to advance an existing model and produce NOAA-ready GIS products. The role works alongside
  • A Principal Investigator (fisheries expert)
  • A Data Scientist (modeling and reporting)

Key Responsibilities

  • Maintain and expand the existing Fish-BANC GIS model and related spatial datasets.
  • Compile, clean, reconcile, and integrate fisheries, habitat, MPA, and related spatial data.
  • Translate biological and fish-habitat usage information into GIS-compatible layers and model inputs.
  • Generate management-ready maps, rasters, layers, figures, and interactive GIS products for workshops and reporting.
  • Conduct QA/QC of GIS layers, maps, metadata, and workflows.
  • Support NOAA-compliant data packaging, metadata, and transfer of GIS products to ArcGIS Online, InPort, and CoRIS.
  • Provide GIS updates, maps, and workflow documentation for monthly progress reporting and project deliverables.

Requirements

  • Bachelor’s degree or higher in GIS, Geography, Environmental Science, Marine Science, or related field
  • Proficiency in ArcGIS Pro and ArcGIS Online
  • Experience managing and analyzing spatial datasets and GIS workflows
  • Complete required NOAA trainings within 5 days of contract start o NOAA IT Security o Sexual Assault/Sexual Harassment Prevention and Response Training o Records Management 101 This role requires both strong GIS skills and working knowledge of fisheries or marine resource management. The GIS Analyst must be able to understand fisheries-related concepts (e.g., MPAs, habitat usage, fish populations) well enough to work independently, without requiring training on the subject matter. Preferred Experience
  • GIS work in fisheries, marine science, or natural resource management
  • Experience integrating biological and environmental datasets
  • Familiarity with NOAA data standards and metadata practices Location Remote Commitment ˜60 hours total over 5 months Duration Immediate start through September 2026 Potential Extension Additional 12 months (American Samoa phase) October 2026-Sept 2027 Workload averages ~3 hours per week or depending on the demand.
